Bonjour,
Yes, Jean Effel (and not “Eiffel”, like the tower) is the author of these drawings. He was very prolific and known in the sixties, especially for his drawings of Adam and Eve.
Zig Zag is a brand of cigarette paper whose emblem is currently still a Zouave.
This is obviously an advertising record for the new year.
