That’s a song from the Disney Silly Symphony “The Flying Mouse”, in which a mouse wishes to fly, is given wings by a fairy, and is then ignored by the birds and taunted by the bats. I’m pretty sure it’s Candy (sped up a bit) singing the song in the cartoon. Interesting that Capitol was unable to swing a tie-in with Disney for the cover art.
