For those unfamiliar with Laff Records, many of them looked like this. As for the joke on the cover, it was also told by Redd Foxx, however, the protagonist was in a full body cast and was still able to ring the bell, which make a bit more sense, but probably would have gotten censored.
Like the notorious Nozbig who designed many of Charly Records’ sleeves, this fellow or woman gave the same leering, cartoony look to many Laff albums. One that didn’t was Marsha Warfield’s very funny, “I’m a Virgin” album.
Laff, is one of the few comedy-only labels. Warfield’s album can be found here:

Little David Records was dominated by comedy (Flip Wilson, George Carlin), but Kenny Rankin was not a comic, so it doesn’t count.
