It’s Yiddish (which is usually written in Hebrew letters). There is not one thing Russian about this record. And it’s comedy, not rock, and not chasid either.
This is the famous Shimon Dzigan, who dresses up like a typically East European Shtetl Yid, so maybe less Allen than more Streisand. 😉
As for the writings:
The top line says exactly the same as the one below, “S. Dzigans Lach Bombes”, which very loosely put means “S. Dzigans cracks jokes” (lachen means to laugh, a bombe is a bomb, bombes is the Yiddish plural).
The next three lines in Yiddish are the same as their transcription in latin letters below.
A Yiddisher Protzess in Russland = A Yiddish trial in Russia
Zwei Yiden Chappen Fish = Two Yids steal fish
A Porfolk Mit A Hintel = An old couple with a dog
These three are the “lach bombes”…
If I’m not mistaken, this recording features Dzigan, Tefner and Sheftel. The label is Galton, which is an Israeli label.

No way it was released in USSR. Hebrew letters on the cover, I think it’s an Israeli recording.
