A Flora (or a fake)

Jon Henry is credited on the bottom front cover, but perhaps he art directed? Looking for a Flora expert (Irwin Chusid are you there?)

Not so much a Flora representation. Perhaps the slanted reindeer, it’s body pattern and branching horns hint at Flora but the human figure lacks the angularity, colors and sharp, pointed style of a Flora illustration.
