The goofy cat on the cover of Men From Mars is Freddie Morgan, the banjoist with Spike Jones.
 
He also shows up on the cover of The Best of Irving Garner (who's really Paul Smith in disguise). 
 
Oddly enough, both are Verve LPs. Spike was recording for Verve at the time as well.
